Windows 7 doesn't recognize Ulink2, even with most recent MDK-ARM (details within)

I followed the following:

But none really seem to address my issue.

Using:
- Windows 7 Professional
- uVision V5.17.0.0
- Ulink2 ordered 1-2 weeks ago

Problem:
- Plugging in Ulink2 turns on the USB light (COM and RUN remain off, but flash briefly upon being plugged in)
- Windows recognizes the device, but nothing actually happens. In uVision, all the drop-down menu contents are greyed out (For example, "Flash" shows 'Download', 'Erase', 'Configure Flash Tools', all of which are greyed out)
- Following the links above, I tried a bunch of things, but the actual situation doesn't change
- In Device Manager under Human Interface Devices, there are two listings 'HID-compliant device' and 'USB Input Device' -- when I run Update Driver, I get 'Windows has determined the driver software for your device is up to date' after a long search

How can I resolve this?
