Message after Flashing via OCDS: On-chip Flash ROM execution disabled. Set /EA pin to 1.

Hello,
I've got a Problem, I get a message box "On-chip Flash ROM execution disabled. Set /EA pin to 1." after flashing the On-Chip Flash-Rom of an Infineon XC161CJ.
What exactly does this message mean and what can cause it ? What is the /EA Pin for ?

Anyways the Rom is beeing flashed successfully and the standalone the program runs as expected, but the debugger does not work properly anymore. I do not get the correct values while trying to observe variables.
