µVISION: DK - TM4C123G, IDE has Stopped Working

SYMPTOM

With board DK - TM4C123G and when using Stellaris® In-Circuit Debug Interface (ICDI), if a user attempts to enter debug mode or download, µVision exits with the following error:

µVision IDE has stopped working

Earlier errors may include:

Stellaris ICDI Error
Could not initialize target device!
Please power cycle the board and try again

Error: Flash Download Failed

STATUS

The driver lmidk-agdi.dll is no longer maintained (newest version is 211.0.0.0), so the issue cannot be fully investigated.

WORKAROUND

Remove JP1, called DEBUG OUT EN (for debugging an external device with the Stellaris® ICDI). Then user can enter debug mode.
