configuration bits programming on STR912

Dear STR912 programers,

We have a MCBSTR9 development kit (STR912FW44 microcontroller).
We are having trouble in programming configuration bits that select flash which processor boots from at startup. By default, the boot flash is the largest (512Kb). We would like to boot from 32-Kb flash. In manual it is stated that we can change these bits only through JTAG. We have a MCBSTR9 board, Keil ULINK emulator and uVision3 IDE. Can we program these bits using these tool? We also tried using CAPS with a FlashLink cable, but we have some questions. The schematics of FlashLink gives us a 14-pin jack, but we have 20-pin jtag on our MCBSTR9 board. We tried to remake the Flashlink to suit our board's JTAG. But the tests (in CAPS program) didn't work: the clock comes back OK, but TDO is idle (TDI is reaching the MCU).
What's more, we noticed that Flashlink has 3 more signals than in JTAG specification (in FlashLink manual it is said that they are not used by CAPS) - maybe the reason is in these additional signals?

Please, give us some instructions on how to program these configuration bits.
