ULINK-ME device not found

I am using a ULINK-ME with MDK-ARM version 3.70 however I am having a problem. When I try to load a program onto a STM32 micrc I get a error messaging saying "No ULINK device found".

The led on the ULINK-ME is flask for a short period every 2-3 seconds any ideas of what might be wrong and how it can be fixed.
