Can I use the ARM 10-pin interface on a ULINK2 to connect to a STM32F103 device. If so what are the pinouts / connections to be made? I'm unsure about the RTCK and the JNTRST connections.

Yes, for the pinout see here: www.keil.com/.../ulink2_hw_connectors.htm
TRST and RTCK are not required for Cortex-M3 devices (just leave them open).
