JTAG Communication failure

Although driver is installed for ULINK,when i start debugging the program it will show JTAG communication failure? cam someboady help me on this problem?

Communication with ULINK2 debuger is seems to be working. I get info about debuger when it is disconnected from board. I couldn't even use LPC2000 flash utility. Just after i've cleared flash with Hyper Terminal as described here I've finnaly got communication with LPC2000 Utility. But i still can't use Ulink2. Please Help. My current jumper layout is: All jumpers are closed except J1 and J8. Is this correct?
