I try to my board. I use stm32f3 and I use SWD(sclk-swdio-gnd-3,3v-nrst) pins for programming board. In setting, debugs I show my processor after I try to load my code but keil send "Core is held in reset" I dont load code.

If you can't work it out with the hardware and the schematics in front of you - how on earth do you expect complete strangers to do it remotely with absolutely no idea what your hardware is??

thats looks very compilcated. have u got it in the simulator. quorus is very good simulation.
The part will clamp NRST based on threshold voltage on VDDA
What debug pod? For ST-LINK make sure using current firmware rather than V25/26
If on a NUCLEO/DISCO board make sure to properly disconnect on-board target, see jumpers and solder bridges.
