When I first start up the Pack Installer, everything works fine and as expected. It downloads all the pack descriptions, detects old versions and sets up everything so I only have to Install or update packages. But no matter what I do, and which specific package I choose, I always get the same error message:
"Cannot download file http://www.keil.com/pack/XXXX: Cannot download URL (connection interrupted)"
with XXXX being the chosen package. Nothing works at all, only when I manually download the packages directly from the link and import them. But that's not what I want to do for everything, so I want to know what Problem I am facing here and possibly how to fix it.

Sry I made a mistake: the toolset is ARM!
Use of proxies or caches on local network? Use of AV or other software interfering with normal computer operation? Administrative rights on the account? Keil installed in "Program Files"?

from your PC, can you ping http://www.keil.com ? If not, please check with your IT group about firewall settings / windows defender settings / etc.
I have the same problem.
- ping keil.com --> no Answer (college could downlad packs with PackInstaller and ping has no answer too)
Step outside the walled garden
I have the same problem I have added C:\Keil_v5\UV4\PackInstaller.exe C:\Keil_v5\UV4\UV4.exe
To the windows defender firewall exception and also tried to run UV4.exe as an administrator
But it still refuse to download any packages (ARM::AMP and Keil.LPC1700_DFP.2.4.0.pack)
