I can not install on win 7/10
Or there is no support for this item.

You need to contact Keil support direct - see the 'Contact' link in the page footer...
It's over a decade old, might be a bit much to expect support from current x64 operating systems.
Consider using Virtual Box, or something similar, to run an older OS with those tools.
Contact support with details of your currently licensed tools.
