I don't know what is the reason, that standard peripheral libraries 1.3 are removed in new packs for STM32F4. If I now want to develop with STM32F411xx and STD drivers, this is not supported, because there is not chip available in devices with 1.0.8 pack value for STM32F4 (up to date for STD libraries).
Will this be ever returned?
STD libraries are stable, but HAL very buggy for now.
STmicroelectronics has moved on from the Standard Peripheral Libraries to the HAL libraries from CoreMX:

but std lib will be supported by ST in future and will be updated,as I read in ST forum from ST members.
STD LIB is stable, STM32Cube is not stable and is buggy, stm32cube have no speed optimization and is very heavy and slow.
Keil makes a very big mistake to remove ST std lib from its middlewares, it is better that keil support both ST standard lib and stm32cube.We can support old projects and new developments with standard lib , and we also have stm32cube and in future we can use it (when becomes stable, I think in 2016)
