Running program on board, not simulation (newbie)

Once you have downloaded a .hex file onto a MSC1210 board, how do you run it? I have downloaded several programs which should maybe, make and LED on the board flash, yet nothng happens. How do you make a program run once downloaded? Also, if the board is connected via serial cable to a PC, do you get the board to send data back, and how do you then read the DATA on the PC. Does anyone have any owrking programs that do this? Thanks.
