LPC2103 Startup Failure

hi

i made a minimum circuit for LPC2103 to turn on only one led.
but after flashing when i reset MCU Sometimes it works sometimes not ?????? I found that when i touch mcu and if i my finger touch Pin44 Eint/SCK it will work more probably .

i am confused for 2 mounth and im new to this field.
