Hi, I am sravan,doing my academic project using lpc2478 controller.I have some doubt regarding how to up the controller.Is it is possible to use keil arm ide and flash magic with out any development suite?I am preparing my own board.How to start the board?Please any one help me in this regard.

Since creating this board is part of your course, it must be assumed that your course has prepared you for this task! So start by reviewing your notes, all the recommended reading, examples, exercises, etc.
For specific support on designing-in any chip, you should always start at the Manufacturer's website - in this case, NXP:

Many manufacturers these days (including NXP) divide their technical product documentation between a "datasheet" and a "User Manual" (specific names may very):
The "Datasheet" contains the physical specifications - electrical, timing, mechanical dimensions, etc. This is the key document that you will require for your hardware design.
The "User Manual" contains details about operation, configuration, registers, etc. This is the key document that you will require for your software design.
There will also be application notes, reference designs, examples, etc,...
Many development board manufacturers (including Keil) publish the schematics of their boards - so you can use these for inspiration.

The people who do read the formatting information are the people who think that italic or bold is good general-purpose attributes for all their text. As soon as they want to post code, they totally forgot to check what formatting to use.
