You (yes, you) will have to retrieve the datasheet or user manual for your specific ARM processor and read the section about UART and baudrate generation.
Exactly why do you assume someone else should do the work for you, unless you chip up the money?

my method of learning about a thing is different from others which is difficult to understand but long lost to remember and the reason why i asked this is, I am very beginner to THE MICRO CONTROLLERS and I am learning this by own with the help of suggestions by the experts

I'm afraid you'll need to back that up! Remember: nobody knows anything about you or your experience other than what you clearly and explicitly state in you posts. At the moment, I'm afraid, based on the evidence presented, it seems that you are just asking for this to be given to you for free on a plate without having put in any effort of your own.
i have the data sheet of LPC2129 which also downloading from the internet but in that there is no specification about the baud rate and they just mentioned 9600,etc but i want to know the logic behind that please tell me
The data sheet/user manual of the LPC2129 does not explain to you how to configure the baudrate? yes? and how do I do it? By guessing? Say it: you don't feel like and really haven't learn anything yet, not even to ask questions properly, LOVER boy (see reference above)!
NXP often have their documentation in a "user manual" and not in a "data sheet" - the datasheet is normally just some electrics and timing without programming info.
Have you really not found any proper documentation for the LPC2129? Just about all other developers using this chip have found proper documentation. Or there would be no one available to ask except NXP engineers.
Note that NXP (among others) divide the documentation for their processors between 2 documents:
The Datasheet defines the physical paratemers - electrical, timing, package dimensions, etc;
The User Manual describes the internal workings of the chip - peripherals, registers, etc.
I suspect that details of how to use the UART - including, of course, how to set its baud rate - will be found in the User Manual
Note that NXP (like any other manufacturer) also provide numerous Application Notes and Examples that describe and illustrate the use of their chips...
