Here is an message I have sent to Keil support - please let me know if it applies to you too.

"Hello,

We have a big problem with the latest MDK that upgraded the firmware on our ULINK 2 devices. Ever since, every time we click the "settings" button on the "options for target->debug" page, our target device (LPC2478) resets (whether the debugger runs or not). I have noticed this immediately after the installation, and it gets even worse: removing a breakpoint during a debug session can also reset the target! this makes the debugger almost useless under certain conditions. Are you aware of this issue or is this a hardware problem we have? note: we was not a problem with older MDKs/ULINK 2 firmware."
