WHAT I MUST DO IS WRITE AN ALGORHYMN TO REMOVE THE DC OFFSET FROM A SIGNAL? (15-20V DC (NOT CONSTANT AND WILL NORMALLY BE IN THIS RANGE), 1 VPP SIGNAL OVERLAID ON TOP OF IT) I AM TRYING TO GET THE 1VPP OUT OF IT.

Have you googled?
What might be a good way to identify a steady offset on a varying signal...?
Note that this has nothing specifically to do with Keil or ARM.
Have you checked the Datasheet for your chip to see if it has any useful features that might be of use?
