jtag connection failure

I am using ulink2 to connect my arm 7 lpc2132 board.
All procedure i have tried as described by keil ulink2 user guide and this forum , such as p0.31 pulled up to VCC but no success. It always show jtag connection failure.lpc2132 is new purchase so there is no code inside it and two lpc2132 are tried. So anyone give me some suggestions !!!

OK , I solved the problem , just short the pin RTCK TO GROUND and open the debug function.
