is
 <Data>  
can contain an ISO command like a writer command (14h CLA INS A1 A2 data)

Based on your previous postings I would guess this is a command string for a printer or card reader. As such, nobody is going to be able to help you without knowing the specific piece of equipment (and even then maybe not). Your best bet is to contact the equipment's support group or experiment with the interface using a PC and Basic, Procomm, etc.
