I'm searching for this file (cygintl3.dll) to work with the gnu compiler v4.
I downloaded the file binutils-2.16.1, gcc-4.0.2-c-c++, newlib-1.14.0, insight-6.4, setup.exe [24.8MB]
at http://www.gnuarm.com/
But there is no such file included - and so I'm not able to get keil uvision to work.

Do you have cygwin installed?
I installed the file, which I described above

there are a few posts from people who have the same problem - I don't know how they solved this problem
